In Brief

Dr VSP Srivastav, who has worked closely with the Information Technology (IT) industry during his initial career, joined IGNOU as Joint Director, Computer Division, in 1996.

Born in 1956, a man with over 30 years of experience, Dr VSP Srivastav is Head of the Computer Division, IGNOU since 2000. A Master’s in Statistics from the Indian Institute of Technology (IIT)Kanpur, Dr Srivastav did MPhil and PhD in Computer Science from the Jawaharlal Nehru University (JNU),New Delhiin 1988.

As Head of the Computer Division, he keeps the flow of information intact at IGNOU, including Regional Centres and Study Centres. He is responsible to get IT infrastructure created for one and all in IGNOU including 63 Regional Centres(approx) and more than 3000 IGNOU Learners Centres across the country and abroad. The activities of the division are related to all for procurement and deployment of IT infrastructure, Networking, Software development, Training, IGNOU Website management and maintaining the entire IT resources with a team of about 35 professionals.

The Division has taken further towards integrated back office automation using ERP modules of Peoplesoft (ORACLE). A Data Centre has been established with blade servers exclusively for the ERP solution. All deliveries for the learners support through the IGNOU website www.ignou.ac.in are from the Division.

Academic interest of Dr Srivastav has been right from starting his career in the field. He has been evaluator and examiner for UG/PG/M.Tech/PhD progrmmes, PhD supervisor, and course editor for UG/PG courses. His areas of research interest include Software Engineering and Quality, Analysis/Synthesis of Algorithms, DBMS, and Networking. A full time six month Certificate course on PC Hardware and Networking has also been launched by Computer Division since September 2010.

Dr Srivastav has presented research/practice papers in countries like France, UK, Switzerland, Germany, Netherland, New Zealand, Singapore, USA and Jamaica, to name a few.

A Life Member of the Indian National Science Association, and Sr Member of Computer Society of India (which he was conferred at the age of 35) Dr Srivastav has participated in numerous seminars and events of international repute and has also edited and reviewed several books, Res./Conf. papers, and theses. He has served on many committees in central universities, UGC, AICTE, NIOS, DEC, KOU etc. apart from IGNOU.

Presently he is also spearheading the (i) IGNOU NKN/ NMEICT project for MPLS VPN, (ii) IT Mass Literacy program of Govt. of India (as Chairperson of the Jt Organisation Committee (JOC), (iii) Actively involved in AADHAR Project, and (iv) Project SAMARTH of Govt. of Bihar,. He is also member of E Learning Sectional Committee, Bureau of Indian Standard,India.

He has on his credit as the Founder Secretary, CSI Mankapur Chapter which received the Best Chapter Award in Northern Region during his tenure. He worked for 12 years of his initial service period in Computer Division, ITI Limited Mankapur, UP,India. During the period he also played pivotal role in developing hundreds of IT skilled persons, in the industrially backward area (Distt. Gonda, Basti, Faizabad) under the banner of CSI Mankapur Chapter and ITI Limited Mankapur, Distt. Gonda (UP).

Major Works Accomplished

          (i) In IGNOU

–       Establishment of Computer Division in main campus of IGNOU in Maidan Garhi, New Delhi and got created massive IT infrastructure for use by each individual in the university

–       Network set up expanded from 150 nodes to more than 3500 nodes with OFC and WiFi

–       Implemented ERP for back office processes and established Data Centre

–       Internet bandwidth got extended from 2Mbps(1:4)  -> 2Mbps(1:1) -> 4Mbps -> 48Mbps -> 90Mbps ->100Mbps & 1Gbps (NKN)  under NKN and NMEICT. This has been over a period starting from 1999-2000 to till date using OFC and RF connectivity.

–       IGNOU web site www.ignou.ac.in and other related for DEC, eGyanKosh etc. got established. IGNOU main website got redesigned and revamped.

–       Automation of student support system by the Computer Division for Admission, Re-Registration, Course material distribution, pre and post examination processes and delivery through IGNOU web site

–       Launching of Course, Certificate Programme on PC Hardware and Networking

–       Training and re-training the entire IGNOU fraternity and building the skill (right from Windows 3.11) to work with computer over a period of 8 months. The program was called as IT-TRAP(IT Training and Applications).

–       Enabled all the IGNOU faculty and academicians (also in Regional Centres across the country) to also work with laptop by providing them the resource    

–       Organised day long workshop  on IT Mass Literacy inviting participants from MCIT Govt. Of India and varios States, Academiia, NGOs, and Industries

–       Organised Workshops and many training sessions on Change Management for ERP in IGNOU    

(ii) In ITI Limited

–       Established, as the DBA and system person, the data base based applications under IDMS (network DBMS from CA) and MVS (mainframe OS from IBM). These systems were taken from CIT – ALCATEL, France under technology transfer for manufacturing and installation + support of E10B electronic (telephone) exchanges.   

–       Established newer versions of IDMS ad developed/got developed many application systems to automate the shop floor processes like Reapir Mgt. System (as replacement of older version of multi dependent database applications by CIT-ALCATEL); Plating Monitoring System, Sales and Dispatch Mgt. System etc. 

–       Automation of some Back Office processes under IDMS for P&A, and Finance Departments with in house developed PIS, GL to Trial Balance, sales Information System etc.

–       Development of IT skills through awareness and field (IT) specific training programs for ITI officials and their dependents under the banner of CSI Mankapur Chapter and ITI Limited Mankapur. These training programmes were Computer Awareness for School Children, Housewives, Diploma holders working on CNC machines in shop floors, Programming Languages, DBMS Theory & Practice, Regular evening classes to prepare young graduates for DOEACC ‘O’ level course etc.

Founder Secretary of  CSI Mankapur Chapter which was established in 1989. Vice Chairman of the Chapter during 1994-96, and member of the Managing Committee through out the services in the Mankapur unit of M/s ITI Limited

Established a Computer Centre for use by CSI students, IGNOU students, and students of the three schools – St. Michael’s, Central, and DAV in ITI Township.

Organised a number of activities under the banner of CSI and jointly with M/s ITI Limited. These activities were related to training on various topics in Computer Science and Information Technology, Science Exhibitions and Quizzes; Seminar and Conferences on Information Security, ISO 9000 and other similar topics.

Received appreciation from CMD, ITI Limited for organising Computer Awareness Courses in Hindi Medium.

Organised the Northern Regional Conference of CSI in 1990 including all States inNorthern India. The Chapter received Best Chapter Award in Northern Region during my tenure as the Founder Secretary.
